As the lead industry association,
it is incumbent on part of BDAI to expeditiously
provide a vocal platform for evolution of these
policy frameworks. At the same time this trade
body should encourage member organizations to
work out a collaborative and non-competitive
concrete action plan for feedstock generation.
The next stages of value chain i.e. processing,
logistics, blending and marketing etc. can be
streamlined with the help of Oil Marketing Companies
(OMCs) and we may be in position to achieve
5 to 20 % commercial blend of Biodiesel in select
areas.
Biofuels have to be seen as a crucial and strategic
component of a robust and secure economy and diversified
energy policy. I suggest that a few sub-committees
may be formed for detailed working out of economics,
policy changes and propagation strategy for Jatropha,
Pongamia and Safflower feedstock generation. The
quality work done by such groups will help in
providing the benchmark framework for members
and other players to emulate. For the purpose
I seek involvement of all members to adopt following
charter for next six months -
- Create awareness among policy makers and public
at large about multiple relative benefits of
Biodiesel over fossil Diesel
- Prevail upon MNRE for proposing a concrete
actionable Biodiesel development proposition
- Take up with respective ministries for release
of certified energy-crop seeds and agri-practices
to improve bankability of plantation projects
- Take up with state governments and forest
departments to form viable clusters (command
areas) of wasteland potential areas and assign
to corporate for developing Biodiesel sustainable
units.
Another very important agenda with us is to hold
our proposed conference on 13th & 14th in
a befitting manner. The success of the conference
will depend on the extent of involvement of all
stakeholders. This platform will provide a landmark
opportunity to discuss and crystallize towards
maximizing role of Biodiesel in energy basket
of country.
All this is stupendous task we are taking onto
ourselves. I seek wholehearted cooperation and
proactive involvement of all the executive committee
members for achieving these goals. We should meet
again after three months, take stock of progress
made and chalk out further plan at that time.
On behalf of Indian Oil and on my personal behalf,
I assure this body and the members that I will
make all efforts and contributions for successful
and glorious future of Biodiesel and BDAI.
